督察还发现，怀柔区相关部门在2022年前批复7宗工程建设临时使用林地许可，涉及林地1008亩，植被恢复主体责任不明，上述林地已超过恢复时限，均未按时限要求进行有效修复。其中，喇叭沟门乡一工程临时使用林地412亩，应于2023年9月前复种乔木2.3万多株，一直未复种。九渡河镇一工程临时使用林地354亩，应于2023年10月前实施植被恢复，同样未复种林木，现场黄土裸露。
这种“去中心化”的供应链布局，或也可能成为解决区域发展不平衡的有效路径。
